About Michael Milhiser

Interim City Manager Michael Milhiser joined the City of Fontana in July 2019. Mr. Milhiser comes to Fontana with a long track record of success as City Manager. He was previously City Manager for the City of Ontario and the City of Upland. In addition to these roles, he served as the Interim City Manager in Adelanto and has been a board member of the Monte Vista Water District since 2007.

Mr. Milhiser has always been passionate about City Government. He began his journey as a City Administrator for the City of Montclair. He then became a City Manager for two cities, an Interim Executive Director for a Tri-City Mental Health Agency, Chief Administrative Officer for Morongo Band of Mission Indians, and an Interim City Manager.

Mr. Milhiser served as a member for the YMCA Metro Board for 15 years and the White Foundation for 27 years. He continues to serve as a board member for the Chapman University Alumni Association.

His professional philosophy comes from a statement made by John F. Kennedy: “Ask not what your country can do for you- ask what you can do for your country.”

Mr. Milhiser is excited to work with the City of Fontana and aims to create a seamless transition for the next City Manager.  

The seasoned city manager is a family man at heart who loves being married to his wife Laurie. They are the proud parents to their son Mike.

Accomplishments:

  • Working with developers and property owners, reconceived the Montclair Plaza retail center doubling its size and recruiting two new anchor tenants
  • Negotiated development of Ontario Mills retail outlet
  • Negotiated development of the Ontario Convention Center
  • Negotiated development agreement for construction of Ontario International Airport.
  • Restructured city services and negotiated labor contracts to restore fiscal solvency.  Brought financial reserves from less than $ 1Million to $14 Million (approx. 8% of budget)
  • Initiated community garden to provide meaningful therapy for mental health clients
  • Credited with significantly improving morale at City Hall in Adelanto
