Malaga Bridge Opportunity Analysis

The Malaga Bridge/Foothill Boulevard Improvement Study is a partnership grant project with Southern California Association of Governments which will provide the City with a direction for widening Foothill Blvd., while addressing the Malaga Bridge and its current use at the PE Trail connection over Foothill Blvd.

Malaga Bridge is part of Historic Route 66 and crosses Foothill Blvd. The bridge is listed as a locally historic bridge. Traffic conditions along Foothill Blvd. are such that the narrow bridge supports act as a bottleneck.

The Opportunities Analysis shall address safety and regional connectivity. The Analysis shall educate community members and stakeholders through the three main alternatives and develop a plan for addressing each opportunity. The planning process is expected to vet all reasonable and identified options and analyze them from different perspectives. Once a plan is agreed upon by the community and city leaders, the work of planning for Foothill Blvd. widening can begin.

Below are two options that could be implemented by the City of Fontana.  Both options allow for the widening of Foothill Boulevard to three lanes in each direction, and both maintain a grade-separated connection for the Pacific Electric Trail over Foothill Boulevard.

Overall Project Objectives


  • Reduce vehicular accidents, injuries, and fatalities that occur at the Malaga Bridge Underpass
  • Maintain the connectivity of the PE Trail as it passes over Foothill Blvd.
  • Prevent an increase in pedestrian/bicyclist accidents, injuries, and fatalities that may result from reduced connectivity on the PE Trail.

  • Public Outreach - Completed
  • Technical Analysis - January 2017 through March 2017
  • Draft Study Complete - April 2017
  • City Council Adoption - June 27, 2017
