Administrative Section


The Administrative Section of Development Services has the responsibility for the following property related activities:

Annexation Activities:
To implement a progressive annexation strategy containing key components that has enhanced the successful completion of annexation applications with the Local Agency Formation Commission(LAFCO) in San Bernardino County. Included are the following program elements:

Development Related Annexation:
Efforts will continue to attract additional annexation applications through the land development process. Interested developers and property owners are asked to approach surrounding properties for inclusion in the application process in order to present a cohesive and attractive annexation application to LAFCO. Driving economic factors include available land space, a business-friendly relationship with the City of Fontana, and infrastructure to service the development.

Annexation Incentives through Investment:
The Mayor and City Council has provided direction in creating an economic and capital investment program to encourage annexation opportunities by creating the South Fontana Economic Zone. Developers of large sales tax generating businesses are encouraged to make Fontana their home through adoption of the South Fontana Economic Zone ordinance (SoEz). Under this ordinance, special agreements can be negotiated regarding development impact fees for these highly desirable projects. To provide the infrastructure necessary to support this growing business base, capital projects have been identified for construction of sewer, storm drainage, and circulation improvements that will encourage the development and redevelopment of the South Fontana area.

Post Annexation Support:
New residents and businesses to the City of Fontana will have great expectations for delivery of services that have been long lacking in the unincorporated area. As part of the plan for services to the annexation areas, staff will develop a needs assessment to ensure that they are fully equipped to fulfill the services that annexation implies. Focused economic development strategies capitalizing on energizing and revitalizing our current business assets while developing long term investments in growth corridors will benefit all within the targeted annexation areas.

Right of Way Activities:
The City’s Seven-Year Capital Improvement Program has identified future infrastructure needs and provided a blueprint for its development. In support of that program, the City’s Right-of-Way group provides the necessary professional assistance in acquiring the required land to construct those capital projects. The Supervising Right of Way Agent liaisons between the Engineering Department and the property owners in assuring that the necessary right of way is acquired in a manner that is expeditious and mutually agreeable to parties involved.

Real Property Asset Management Activities:
Staff assigned to Real Property Asset Management is responsible for providing centralized City and Agency owned property records in one resource center. Asset management includes a strategy to capitalize on City/Agency owned property for the purposes of advancing economic development opportunities through resale, reuse, and acquisition of parcels city wide.
