The Department of Engineering of the Development
Services Organization is responsible for the orderly development of all public infrastructure and all physical
improvements within the Public Right-of-Way. These improvements include the development of public streets
(roadways, curbs, gutters, and sidewalks), traffic controls (including signal, striping, and signage), sanitary
sewer systems, and storm drains. Infrastructure improvements are needed to protect the health, safety and
general welfare of the citizens, visitors and business community of the City of Fontana. Most of the identified
construction is a result of, and a required part of, any new residential, commercial or industrial development
occurring within the City. The Department of Engineering is the focal point of the review, administration,
permitting, inspection, and construction of such public infrastructure improvements and is the lead group
for the City in procuring State and Federal funding for construction of many local public infrastructure
projects such as traffic signals, roadway widening, storm drain or sanitary sewer improvements.
The Department of Engineering is also responsible
for overseeing construction by public and private utility companies for facilities within the Public Right-of-Way,
public and private underground facilities, and the under-grounding of utilities such as electricity, telephone
and cable television. Finally, specific to the City of Fontana, the Department of Engineering is responsible
for private, as well as all Public Right-of-Way, landscape and park landscape design and development.
The Department of Engineering is the responsible "local
agency"
for the review and tracking of residential, commercial, and industrial subdivisions for conformance with
the State of California Subdivision Map Act (often referred to as the "Map Act"). A subdivision,
whether tract map or parcel map, is the means by which land is officially and legally subdivided, thus creating
defined parcels of land for sale, financing, leasing or building purposes. In addition to being the responsible "local
agency", the Department of Engineering also functions as the City’s primary contact with other
regional agencies such as the California Department of Transportation (CALTRANS),
the San Bernardino Association of Governments (SANBAG, SANBAG-Measure
I),the San Bernardino County Flood Control District (SBCFCD),
and the Inland Empire Utility Agency (IEUA). All regional
public infrastructure projects such as the I-10 Sierra Freeway Interchange, the Freeway 210 construction
project, flood control channel improvements for the San Sevaine Channel and West Fontana Channel, and the
master sanitary sewer trunk line improvements known as the Etiwanda Trunk Sewer, are coordinated through
the Department of Engineering.
Department of Engineering staff members, often
the design and construction managers for projects within the City of Fontana, are, pursuant to the State
Professional Engineers Act, the professionals
"responsible and in charge" of improvement projects. These engineers must be registered as a Professional
Engineer in the State of California and hold a license to practice in their area of competence. The Department
of Engineering currently employs four registered Professional Engineers in Civil Engineering, Traffic Engineering,
and Land Surveying. A Civil Engineer may design, review, and manage projects such as roadway widening, storm
drain improvements, and sanitary sewer improvements.
The Department of Engineering also has a Traffic
Section composed of one State registered Traffic Engineer and support staff. Traffic Engineering is a special
area of engineering defined by the State Professional Engineers Act. Such licensed Engineers may design,
review, and approve traffic generation studies, congestion management studies, and traffic signal designs.
The Department of Engineering of the Development Services Organization is comprised of four Sections:
