DESIGN
SECTION
The Design Section of the Department
of Engineering
provides information, reviews and monitors the construction, use
and maintenance of all City streets, storm drains, sewers and other
related activities within the public right-of-way. This section
also maintains and updates the Master Plan of Storm Drains and Master
Plan of Sewers. Also included within this Section is the Geographical
Information Systems Group which prepares and maintains technical
maps, city geographic information, and related technical data for
the City. The City uses an AutoCAD, ArcINFO format for this information.
Additionally, the Design Section coordinates with the Office of
Management and Budget in preparing the City’s Capital Improvement
Program (CIP) which includes improvements to Streets, Storm Drains,
Sewer, and other related projects in the public right-of-way. There
are both annual and multi-year CIP projects, which are submitted
to the City Council for approval.
When a project is selected for inclusion in the Capital Improvement
Program,
the first consideration is the funding to pay for
these improvements. Project funding may come from any combination
of City,
State, and/or Federal sources. Much of these funds are
competitively allocated to various public agencies throughout the
State.
Depending on the size and complexity, a project can take up to 2 years from
the time of funding to actual construction. If Federal
funds are involved, that process can be much longer.
The Design Section
takes a project from inception through the design
phase. For this purpose, consultant designers, project managers
and
others are included as part of the effort to oversee the design
through
its completion. Upon completion of the plans and
specifications, each project is turned over to the Construction
Section
for public bidding (a formal process to request cost
estimates and contract requirements/limitation for the proposed
construction
so that the City may select the lowest, responsible bid) and construction.

Geographical
Information Systems - GIS
The Design Section includes the GIS Group which prepares and maintains
technical maps, city geographic information, and geographic data
for the City. Various maps and reports are prepared using this information
for City staff, and various other organizations or agencies. These
reports and communiqués may be used for presentations or transmittals
to other public agencies, the general public, the City Council,
and/or the Planning Commission. The Information Technology Department also assists in the development, maintenance, and use of the GIS
program.
