The Department of Housing and Business Development is the home of the Fontana Housing Authority, founded in 1952. This department facilitates the First-Time Home Buyer Assistance and Emergency Grant Programs. The department also funds various housing projects such as the new senior housing complexes.

Mission
To assist Fontana's lower- and moderate-income families by increasing, preserving, and improving housing that is affordable and livable, and contribute to neighborhood revitalization.
