First Time Homebuyer Program (FTHB)
Citywide Eligibility
The First Time Homebuyer Program is specially designed to attract First-Time Homebuyers to the Fontana area. It is also for homebuyers that have not owned a principal residence for the past three years. 

Borrowers must contribute a minimum of 3.5% of the purchase price. Program participants must occupy the home as their primary residence for a period of Ten years.

The program offers a 10 year deferred loan, which helps borrowers to lower their monthly mortgage payment and save lots of interest in the long run. The FTHB Loan is payable after 10 Years without any interest; Otherwise the loan become due and payable if the property is sold, transferred or Re-financed before the end of the 10 Year Term.

Neighborhood Stabilization Program ( NSP)
Citywide redevelopment
The Neighborhood Stabilization Program (NSP) was established for the purpose of stabilizing  communities that have suffered from foreclosures and abandonment by purchasing and redevelopment of these homes.
The program goal is to resell these homes to eligible buyers to become occupied, maintained and contributing to our community.

Applicants do not have to be First Time Homebuyers.

Homebuyer must reside in the home as their primary residence for a 15 year affordability period, no penalty if property is sold to another-low moderate income family.

Applications are given when new property is ready to be sold. If you would like to learn more about the NSP program please take a look at the program Brochure.

Housing Rehabilitation Program (HRP)
City of Fontana is offering grants and deferred loans for the rehabilitation of owner-occupied, single family dwellings.

Participation is limited to applicants whose annual household income does not exceed HUD's established income limits. In addition the applicant must be the owner of the property to be rehabilitated and must occupy the property as the primary residence. The Property must be a single-family dwelling.

A maximum one-time grant in the amount of $5,000.00 shall be provided to eligible low-and moderate income owner; Seniors (62+) or households whose income does not exceed 50% percent of the Area Median Income shall be eligible for, one-time additional grant in the amount of $5,000.00.

Loan: In addition, loans up to $25,000.00 shall be made available to homeowners based on the amount of equity on their property. Loans will carry a 0% percent interest rate. Loans become payable upon of sale, refinance or transfer of the property.

Emergency Grant Program (Seniors 62+ and or Disabled Homeowners)

Senior Homeowners
The City assists Senior and/or Disabled-Handicapped homeowners with essential emergency repairs, there is an immediate threat to "health and/ or safety" The City provides up to $3,500 to make emergency repairs at NO CHARGE to homeowner, if they meet the program eligibility requirements Brochure.

Some eligible repairs are the Plumbing, Hazardous Electrical, Sewer Line, Unsafe conditions and catastrophic damage.

In order to Apply for the Program, you must complete the Application, and submit it along with the following documents to the Housing Department:

- Driver License, birth certificate, any document that verifies age  and
- Copy of Fire/Home Insurance Policy

Following your submission of application, city staff will determine program eligibility  and contact the applicant to inspect the property.

Affordable Housing
The Fontana Housing Authority offers a wide range of multi-family affordable housing options for low income households. In order to apply and be placed on the waiting list, please contact the facilities directly.

Applicants can find the list of facilities in the Housing Authority Brochure.

Affordable Housing is also offered for Senior citizens over 55 years of age or older or meet the following requirements:
- Have a live-in care taker ( age not considered).
- Have a handicapped grandchild who is dependent upon the senior for financial
  or physical care.
- Have a spouse who is 55 years of age or older.
