The Department of Housing and Business Development is the home of the Fontana Housing Authority, founded in 1952. This department facilitates the Neighborhood Stabilization Program and Affordable Housing Program. The department also funds various housing projects such as the new senior housing complexes.

To assist Fontana's lower- and moderate-income families by increasing, preserving, and improving housing that is affordable and livable, and contribute to neighborhood revitalization.
