Specific Plan Amendment No. 15-001; General Plan Amendment No. 15-003, Agreement No. 16-004; Tentative Tract Map Nos. 19960, 19961, 19962; Administrative Site Plan Nos. 15-035, 15-037 and Amendment to Advance and Reimbursement Agreement.

The proposed project is a specific plan amendment to change the existing land use designation from R-MF (Residential Multi-Family) - 8.1 to 16.0 dwelling units per acre to R-MF (Residential Multi-Family) – 3.0 to 8.0 dwelling units per acre. General Plan Amendment No. 15-003 is a request to change the circulation element from Modified Highway to Secondary Highway within the specific plan.  Agreement No. 16-004 is a request to modify the existing development agreement. Notice of Preparation/Public Scoping Meeting Monarch Hills Residential Development Draft Environmental Impact Report (DEIR) - Comments to the City due by November 22, 2016.

Master Case No. 16-012 includes General Plan Amendment (GPA) No 16-001, Zone Change (ZCA) No. 16-001, Tentative Tract Map (TTM) No. 16-003, Design Review (DR) No.16-007, for site and architectural review, and Agreement (AGR) No. 16-001, for the development of a total of 472 residential units.  The proposed residential community would consist of five (5), privately gated residential neighborhoods, two private parks, a private recreation facility and pool, trails, and water quality basins. The proposed project includes a total of 472 dwelling units of varying densities. The product mix proposed at this time includes 154 lots within the Residential Planned Community (R-PC) Zone with a minimum lot size of 10,000 square feet (sf); 79 lots within the (Medium Density) R-2 Zone with a minimum lot size of 5,000 sf; two lots within the R-2 Zone to accommodate 108 detached cluster condominiums; and one lot within the (Multi-Family) R-3 Zone to accommodate 131 townhomes.

Adjacent properties consist of a mix of vacant land, low density single-family residential properties and natural areas. The San Bernardino National Forest and San Gabriel Mountains are located to the north of the site. Interstate 15 is due south and southeast of the site. A community of single-family homes is located west of the project site. 

A public scoping meeting will be held on Wednesday, November 16, 2016 at 6 p.m. at the DSO Building at City Hall, 8353 Sierra Avenue, Fontana, California 92335 in Fontana to solicit comments from the public or agency representatives on the scope and content of the EIR.
