Tentative Parcel Map No. 16-009 is a request to merge eight (8) lots into one (1) lot totaling approximately 9.4 acres for the development of the warehouse facility. The site is within the Jurupa North Research and Development District (JND) in the Southwest Industrial Park Specific Plan (SWIP).

Master Case No. 16-053; General Plan Amendment No. 16-003; Specific Plan Amendment No. 17-001 and Zoning Code Amendment No. 16-011 - Date of Hearing: February 21, 2017. 



GPA No. 16-002 is a proposal to establish an overlay district for warehousing distribution, logistics uses, and business parks in the area described in this notice. This includes an amendment to the Land Use Map and General Plan text.
ZCA No. 16-011 is a proposal to establish an overlay zone for the development of warehousing distribution, logistics uses, and business parks. It includes an amendment to the Zoning Map and text of the Zoning and Development Code.
SPA No. 17-001 is a proposal to establish an overlay zone for the development of warehousing distribution, logistics uses, and business parks in the Freeway Industrial District (FID) of the Southwest Industrial Park (SWIP) Specific Plan.

The project area is bounded by the Interstate 10 Freeway to the south, Valley Boulevard to the north, Catawba Avenue to the east, and Cherry Avenue to the west. It includes an amendment to the SWIP Land Use Plan and text of the SWIP FID District.

Addendum to the Southwest Industrial Park Specific Plan Environmental Impact Report (SWIP EIR) (SCH NO. 2009091089) and Specific Plan Amendment No. 16-001 - Date of Hearing: February 7, 2017.



The City of Fontana received an application for a proposed Specific Plan Amendment (SPA No. 16-001) to the Southwest Industrial Park Specific Plan (SWIP). City staff, in cooperation with the Fontana Fire Protection District and the Fontana Police Department, are processing this Specific Plan Amendment to regulate, develop standards, and conditionally permit pallet yards in certain districts within SWIP: Jurupa North Research and Development District (JND), Slover Central Manufacturing District (SCD), and Slover West Industrial District (SWD). 

The following standards are being proposed under this Specific Plan Amendment: permit requirements, development standards, parking calculations, landscaping requirements, entitlement application deadlines, and a sunset provision. The amendment will also refer to the Fontana Fire Protection District standards as it relates to permitting and regulating pallet yards. The Specific Plan Amendment also includes the replacement of all references to slag and/or gravel with asphalt and/or concrete in the entire SWIP area.

Final Environmental Impact Report (SCH #1995052002), Specific Plan Amendment No. 09-001, General Plan Amendment No. 09-001, General Plan Amendment No. 15-001, and Zone Change No. 09-001 - Date of Hearing: February 14, 2017.


The Westgate Specific Plan includes 60 development areas, designated as “Planning Areas” (PAs). Altogether, these PAs would allow for up to 3,277 residential units, with an option to build an additional 474 units (minimum 10,000 square foot lots), for a total of 3,751 market rate (nonsubsidized) residential units, approximately 50.9 acres of Commercial Retail and approximately 304.8 acres of mixed use which will accommodate approximately 233.2 acres of business park and professional office uses and approximately 71.6 acres of warehouse/distribution uses, approximately 29.7 acres of Open Space/Public Parks, approximately 3.4 acres of Open Space/Private Parks, approximately 1.4 acres of Open Space/Landscape, approximately 96.1 acres of Open Space/Utility Corridor, approximately 24 acres for two (2) Elementary Schools, approximately 60 acres for a future High School, and approximately 89.4 acres of major street rights-of-way. Approvals required for development of the Westgate Specific Plan Project would include, but may not be limited to, the following: Rescind the previous adopted Westgate Specific Plan and adoption of the new Westgate Specific Plan; An amendment to the Zoning District Map to reflect the new boundaries of the Westgate Specific Plan; An amendment to the City of Fontana General Plan land use map to reflect the changes to the general plan land use designations and an amendment to the Circulation Element to reflect the proposed roadway reclassifications and realignments; and Certification of the Final Environmental Impact Report. There is no development being proposed as part of this project.
